That seems unlikely to be allowed.  Could you just poll every ten
minutes instead?  Or if that's too heavy for the bzr machinery -- just
poll http://bzr.savannah.gnu.org/lh/emacs/ every minute and do the
mirroring if the version number of "trunk" changes.
