Unfortunately it isn't being used that way in the latest
pretest tarball, and that's another symptom of the problem.

admin/make-tarball.txt step 5 says that when making a
pretest or release tarball, one should edit configure.in
so that maintainer-mode is off by default.  But this step
was not taken when generating the 24.0.92 tarball, so this
tarball builds in maintainer mode by default.

The whole thing is kind of a mess (and this brings up a
related issue: the process of building a release tarball
should be more automated and less error-prone), but at the
very least the actual practice in cutting tarballs should
match what's in admin/make-tarball.txt.
