For autoconf 2.69 (info "(autoconf)config.status Invocation") states

`--recheck'
     Ask `config.status' to update itself and exit (no instantiation).

and (info "(autoconf)Configuration Actions") says that
AC_CONFIG_COMMANDS is an "instantiating macro".
