I think so. There are functions like acl_to_text and acl_from_text to
do that.

Yes, I once wrote acl_from_text and acl_to_text for Windows. The
strings look very differently from what you see with Posix ACLs,
though, but I don't think this matters.

I think binary data will be inconvenient in Lisp.
