I succeed to bootstrap mingw-w64 emacs (32bit and 64bit) by
the changes (for trunk r112139) attached to this mail on Cygwin
at Windows7 64bit.


gcc: mingw-w64 gcc 4.6.3 included in Strawberry Perl
     http://strawberryperl.com/

graphics (without svg) and xml libs: included in Strawberry Perl

svg libs: from http://ftp.gnome.org/pub/gnome/binaries/

gnutls libs (for mingw): from Linux rpm


I'm not sure that this changes is correct, but I hope that this
will help you.
