    In the past, Emacs didn't change much.

Yes it did -- but few changes required a bootstrap
because the build system was simpler.  One in a while
I had to do ./configure, but that was simple and quick.
Now that usually doesn't work, and the only way I can
get past it is to do a bootstrap.
