That assumes that everything is placed in a particular directory, or
perhaps in a fixed relative location to that directory.  What I have
in mind is something that supports more complex (and presumably
prettier) package organizations, so that you can do

    (locate-data-file 'my-package "sjt-face.png")

and things like that without assuming that images live in the same
directory as the Lisp code.
