Wouldn't it be difficult to implement it so that it would be
backwards-compatible?  Hm...  perhaps not?

(defmacro foo ((bar zot &rest gazonk) &body body)

would probably be unambiguous.  In which case, I vote for introducing
this in Emacs Lisp.  :-)
