customize-save-variable: fails to update state?

If you have a defcustom e.g.
(defcustom test-string "foo" ...)
and if within a function you do
(setq test-string "bar" )
(customize-save-variable 'test-string test-string)
the updated value gets written to the customization file
correctly.
However if you then invoke customize-variable test-string,
the customization buffer reflects the changed value, but not the
saved state -- state shows as "changed".
If you kill the customization buffer, reload the .custom file,
and then invoke customize-variable, the state is reflected correctly.
