Various build failures

Building trunk on Windows currently fails as

checking whether Windows API headers are recent enough... no
configure: error: the Windows API headers are too old to support this build.
make: *** [config.status] Error 1

On Debian I get the below.  Any ideas?

Maybe some development libraries/packages are missing?
If you don't want to link with them give
    --with-xpm=no --with-jpeg=no --with-png=no --with-gif=no --with-tiff=no
as options to configure
