It looks complicated. For the rendering engine, webkit (http://www.webkit.org/):
"WebKit is open source software with portions licensed under the
LGPLand BSD licenses. Complete license and copyright information can
be found within the code."
But the tools I was writing about is part of Google Chromium
(http://www.chromium.org/).
