That wasn't what users felt, overwhelmingly.
Felt when? About what behavior?

and you responded
AFAIR, we tried converting raw bytes into valid non-ASCII characters,
and perhaps also replacing them with the equivalent of u+FFFD, the
Unicode "replacement character".
But those are both different from the proposal I'm discussing.
