ChangeLog != NEWS in Emacs.  Am I missing something?

Come to think of it, there could be a convention for creating and
marking NEWS entries in commit logs, then NEWS (or proto-NEWS, there
are ordering issues and it's not clear that committers could get them
right) could be auto-generated.
