It would mean that

<?xml version="1.0" encoding="UTF-8"?>
<!--ignore me-->

would turn into

<?xml version="1.0" encoding="UTF-8"?>
  <!--ignore me-->

where indentation represents where in the DOM the element appears.  Sort
