I separated change log files by directories to make them more
convenient.  Most changes only relate to one directory; a few changes
relate to src and lisp, but you can see that easily enough.

If they are automatically generated, I suppose people could generate
them combined or separated; but it is more convenient to distribute
them separated in the distros.
