Oops.  I meant to write "quotes", not "braces".  It should be:

Does this mean that both curly quotes, in Emacs Lisp doc strings,
will appear as ' on a terminal which can't display curly quotes?

That's a total screw.  Developers using such a display
will not be able to distinguish the two.

If they display as ` and ', editing will be feasible once
you understand the convention.  If they both display as ',
it makes no sense to try this even as an experiment.
