When we switched to bzr, I stopped using vc-next-action for commits,
because even the simplest change involved two files: a source file
and a ChangeLog file.

But now that we don't maintain ChangeLog files in the repository,
that is no longer true.  Why doesn't vc-next-action succeed in
determining that what you want to do is a commit?
