Of course, we would only do this when the author assigns copyright, but
there's a very real possibility that a careless maintainer might add
someone else's code to this page. And then this (non-copyright-assigned)
code would be automatically pulled and committed to Elpa.

We should also consider whether this is sound from the security standpoint. I mean, pushing the code to ELPA without any review from the core developers.
