I don't understand concretely what the scenario is.
Who is doing what? Who is deciding what?
The FSF won't officially base anything on Debian, because we don't
endorse Debian. See http://gnu.org/distros/common-distros.html
for the reason we don't.

Not solely from that! The container would contain other programs
besides Emacs, and our ethical concerns apply to them too.
