You have only solved the obvious load-path dependent problems yet (todo:
autoloads and customizations, dealing with already loaded, but outdated
packages and dependecies), plus you've introduced a huge technical
liability: you can no longer be sure whether or not a file that's in
load-path will actually be loaded when you try to.  This now at least
depends on whether it is mentioned in one of many manifest files,
whether they've been correctly processed, etc.pp.
