Now that everything is done on-line, the process should normally take
a few days, unless the clerk is on vacation for a week.  Would you
please start asking all new dash contributors to sign papers
before you put in their contributions?

It is much less of a hassle if done at that time.

1. There is no hassle of figuring out who to ask for papers.

2. There is no hassle in finding them.

3. They have a motivation to sign, so it is not hard
to convince them.

4. The task feels like less hassle since it consists of a small
job once in a while.
