I'm using the Kubuntu 17.04 distribution, with "US intl with dead keys"
keyboard layout, but with the Awesome window manager instead. With a
freshly compiled emacs, ä etc works fine.

$ setxkbmap -query
rules:      evdev
model:      pc105
layout:     us_intl
options:    lv3:ralt_switch
