I think I must be doing something wrong :/

I used this snippet to insert 10 copies of a large picture in a new buffer:

   (dotimes (_ 10) 
      (insert (propertize " " 'display '(image :type jpeg :file 
"some-large-picture.jpg" :scale 1)) "\n"))

and then I turned pixel-scroll-mode on with the setting you mentioned, but 
Emacs still scrolls by full images.
