I restored macuvs.h at Eli's request so this problem should no longer exist in a 
default build. However, Emacs should build headless on macOS; could you look 
into that? It's probably a trivial fix. Thanks.

I filed a bug report for this (Bug#36332) so this email's headers suggest 
replying there.
