So, if I would rename concat, it would be concat-to-string.

But then people who need to concatenate strings will not find it,
because they will type string- TAB.

I can’t understand the sarcasm here.

If that becomes a serious problem, we can alias string-concat,
list-concat, and vector-concat to concat. But even if we don’t,
and prefix only some other functions, nothing changes for concat.
The situation isn't becoming worser.
