I have trouble understanding that concretely.  It says to add a list
to each chapter, so that people don't have to go to that chapter.
That seems self-contradictory.

I suppose that you have a coherent idea in mind, and that it involves
adding lots of lists to the manual.

This could make the manual substantially longer and thus substantially
raise the price of the printed manual.  That would be a substantial
drawback.

Is this something that you would only want on line?
If it is only on line, it would not have that drawback.

Scripts could generate those lists by scanning the source of the Lisp
Manual.
