Did you mean NonGNU ELPA here?  I think so, because we GNU ELPA is a
different topic and we don't plan to change how we handle it.

NonGNU ELPA will be our system for redistributing whatever published
Lisp packages we want to redistribute.  If a package meets our
criteria, we will put it in. modifying it if we find that necessary.
GPL3+ compatible license will be the first criterion but not the only
criterion.

I don't think we will belooking for packages to be "contributed to
NonGNU ELPA".
