I would prefer to be sure that there is an agreement that your proposed solution (using a text property or an overlay property) is the way to go. AFAIU the discussion between you and Stefan in bug#43572 stopped before reaching such an agreement. My proposal was for a more ambitious new feature which would be used not just in the minibuffer but also in things like diff-mode or smerge-mode (to tell the redisplay that when we're in a hunk, it's a good idea to try and focus on that hunk).
I was not thinking about that feature, which indeed is much more ambitious, but about the `minibuffer-scroll-generic' feature you proposed, which would have solved the issue at hand, and for which you wrote a (partial) patch.
Now I think indeed that just doing what Eli wants is the best way to move forward.
Such a new feature is well beyond the scope of your needs (and introduces a lot of open questions), so better ignore it at this point. I just hijacked this discussion because it reminded me of a need I've had in other contexts. Sorry 'bout that.
No worries, there have been several discussions in parallel, and perhaps I have misunderstood some of the messages.
