This is a good point.  Maybe we should come up with one.

It may be difficult, though, because good decisions would depend on
how important each package is.

If a package becomes very popular, and we include it in Emacs, we
would want to give it a binding that doesn't conflict with anything
else.  That would mean changing its binding.
