(But I personally still maintain that `C-z' should just be changed to `undo'.)The problem is that `C-z' is really useful in a terminal, and having the keystrokes diverge to a great degree between GUI Emacs and terminal Emacs would be unfortunate.
Indeed, C-z is useful in terminals, even though suspend-frame is also available on C-x C-z. Terminals are the reason why the proposal mentions that C-z C-z would be (the only) reserved binding in that keymap. Repeating a key until it produces the expected effect is something terminal users are habituated to do (for example repeating C-c until the program aborts).
