Indeed, C-z is useful in terminals, even though suspend-frame is also 
available on C-x C-z.  Terminals are the reason why the proposal mentions 
that C-z C-z would be (the only) reserved binding in that keymap. 
Repeating a key until it produces the expected effect is something 
terminal users are habituated to do (for example repeating C-c until the 
program aborts).
