It wasn't a joke.  I'm curious, and a bit surprised
that 97% of commands are bound to modes (whatever
might be meant by "bound to modes").

Even just a general idea/description might help.
Seems surprising, to me.  I doubt that the
majority of commands I use are mode-specific
(but I could be wrong).

On the other hand, the undefined "bound to modes"
might be an escape clause (?).  Something like
`forward-sexp', for example, can act differently
in different modes.  Would it be considered an
example of a command "bound to modes"?
