Yes, this is real work, but there is no way to around it, not if we
are to get permission directly from each contributor. The task of
finding the contributors is independent of what document each
contributor signs. We could not shorten this task by asking each one
to sign a DCO instead of an assignment.
In practice, when you have a job like this to do, we can and do find
for volunteers to do part of the work.
