It seems to me that the current practice ends up disappointing both
those who want to change the default (everything is stale) and
traditional users (minor annoyances are introduced all the time).

If it were possible for the former to fix how they want the defaults to
be by adding something like

   (load-theme 'emacs-27)

to their init, they wouldn't have to fight against every minor change,
while at the same time making it easier to argue for incremental changes
for the other users.
