Currently, no.
We definitely should change `elpa-admin.el` so it rebuilds the
`<pkg>.html` file when missing, even if the `<pkg>.tar` is up to date.

Indeed. The GNU-devel archive has been fully rebuilt, OTOH (an
undesired side-effect of the recent changes to the <version>.<date>
computation, apparently), so you can look at
https://elpa.gnu.org/devel/taxy.html to see if you like the result.
https://elpa.gnu.org/packages/taxy.html will be refreshed when a new
version of `taxy` is released.
