It's the common/properties/labels.txt file from the CLDR zip file.

So we could have an interface that goes Food & Drink->food->vegetable->
and then all the vegetables.  With completion at every point showing the
matching emojis...

These don't have any variants, though, but I think the same goes for the
ones with variants.  Possibly.
