I worked this out with a lawyer; it has a legal basis.  Releasing a
nonfree module designed specifically to link with Emacs or GCC is a
GPL violation.  If it defines that special symbol, that give us
evidence that that the module was designed specifically to link
with on of them.

I don't recall more details than that -- the conversation was
many years ago.
