Yes, as of XEmacs 21.4.7 they started saving to ~/.xemacs/custom.el (specified by `custom-file' variable), and does not write anything untill user has explicitly saved from the custom buffer (well, it doesn't have package.el but instead something called package-get). And custom.el is loaded after init.el, btw. -- LDB
