This part was due to a confusion on my part, sorry.

But all the rest still stands.  In particular:

  . what do you mean by "causes mouse dragging to drag along some
    undesirable text properties"?
  . why the code you copied from tooltip.el to mouse.el doesn't call
    add-face-text-property like tooltip does?
