ELPA submission: plz-see

Hi,

I would like to submit the following package to ELPA:

  https://github.com/astoff/plz-see.el

It is an interactive HTTP client in the sense that request responses are
pretty-printed in a pop-up buffer. It is useful e.g. to test REST APIs.

There exist similar packages, such as restclient or verb.  Unlike those
alternatives, plz-see is based on Elisp functions rather than reading
instructions from some sort of notebook-like plain text file.
