There is obsolete/tls.el which supported openssl-cli. Unfortunately it
had fallen into disuse, but I was still able to patch it and use in a
pinch less than 3 years ago on an ubuntu guest box which had openssl
installed but no gnutls or its development libraries. --Madhu
