When loaded?  Why not put them behind a minor mode
or a defcustom?  Why put key bindings in effect
just by loading the library?

The library is optional, so yes, just loading it
is one level of saying you want to use it.  But
it makes more sense for it to have a (global, I
guess) minor-mode keymap.  Whatever key bindings
we want to provide by default for this feature
can be defined in that keymap.
