Org can deal with timezones in a limited way, during export.
More generic support is indeed not available yet.
The future plan for time zone support has been discussed in

Sorry, but I do not understand how org-capture has anything to do with
conversion. Capture is just for capturing user text to be saved into Org
file, based on a provided template. It is basically an extended
remember.el.
