   Minimize blessmail-related cpp usage, with an eye to future removal.
  
  * lib-src/Makefile.in: (BLESSMAIL_TARGET): New variable.
  (MOVEMAIL_NEEDS_BLESSING): Remove, replace by above variable.
  (blessmail): Always define this rule.
  (need-blessmail): New rule, split out from maybe-blessmail.
  (maybe-blessmail): Use BLESSMAIL_TARGET.
