    Capitalize “Universal Time” in documentation
    
    It’s a proper noun.
    * lisp/vc/add-log.el (add-log-time-zone-rule): Also, fix typo by
    mentioning ‘format-time-string’ instead of ‘set-time-zone-rule’.
