Fix encode-time doc string
* src/timefns.c (Fencode_time): Fix incorrect doc string
that talks about FORM (which doesn’t exist) by copying
wording from the manual instead.

Years before 1970 are not guaranteed to work. On some systems,
year values as low as 1901 do work.
