My fault. Its job is to show all TODO entries.
This custom command will list all TODO entries (matching "TODO" as a
TODO keyword) with no tags:
(setq org-agenda-custom-commands
'(("x" todo "TODO"
((org-agenda-skip-function
(lambda nil
(org-agenda-skip-entry-if 'regexp ":[[:alnum:]:address@hidden:[
\t]*")))
(org-agenda-overriding-header "TODO entries with no tags: ")))))
Try it with `C-c a x'.
