If your OS is GNU/Linux:
org-track
it downloads the latest tarball.
Please read the source code [in the contrib/lisp directory ]
for configuration.

I don't know if this is a better way.
You can also download by hand the latest .zip or .tgz org-latest
from http://orgmode.org
