Hi Jambunathan,
Good question, the answer is yes.
As of Org-mode 7.0 Babel has been part of Org and transitively part of
Emacs. If you checkout the head of the Emacs development branch you
will notice a host of /lisp/org/ob-* files.
It should appear in your core Emacs with the next release (24).
