I don't know, but the following does work for me:

  (add-hook 'org-mode-hook
            (lambda ()
              (local-set-key (kbd "C-c m") 'org-mime-subtree)))

  (defun my/mail-subtree ()

  (add-hook 'org-agenda-mode-hook
            (lambda ()
              (local-set-key (kbd "C-c m") 'my/mail-subtree)))
