for me the following works under Win7:

#+begin_src emacs-lisp
  (add-to-list 'org-file-apps
    '("\\.pdf::\\([0-9]+\\)\\'" .
    "\"C:/Program Files (x86)/Adobe/Acrobat 10.0/Acrobat/Acrobat.exe\"
  /A page=%1 %s") 
#+end_src
(Without line break in the string)

I think Win7 chokes on single quotes.
